1. What the service is
Programmable Watch (the "Service"), operated by Programmable ("we"), lets a customer upload a list of its suppliers, match each one to public registration records, re-check those records on a schedule, keep documents the supplier provides, and export an audit trail. Public-record facts come from the Programmable.info registry, which loads the SAM.gov public extracts, the ITA Consolidated Screening List and selected state business registries.
2. Accounts and teams
You need an account to use the Service. The account owner is responsible for everyone they add to it and for keeping sign-in credentials safe. People who join through an invitation or a claimed email domain act on the owner's account under the role they are given, and every action is recorded under their identity.
3. What the Service does not do
- It does not decide. A match between your list and a registration is a suggestion until a person at your organisation confirms it, except where an exact identifier you supplied (a UEI or CAGE code) matches. Possible exclusion, screening-list and state-registry hits found by name are shown as possible until a person confirms them.
- It is not a consumer report and is not used, and may not be used, for decisions about individuals. The Service serves records about business entities only and never loads exclusions of individuals. Nothing in the Service is subject to, or offered under, the Fair Credit Reporting Act, and you agree not to use it for any purpose covered by that Act.
- It is not legal advice. Findings describe public records as of a stated data date. Whether a supplier may be awarded a contract, paid, or must be reported is your decision, taken with your own counsel.
4. Your data
Your supplier lists, decisions, notes, documents and exports are yours. We store them so they can be re-checked, exported and audited for as long as you keep them, and we process them only to provide the Service. We do not sell, pool, share or train models on them. You can export everything and delete the account yourself at any time from Settings; deletion removes your data within 30 days apart from invoices and the minimum we must keep by law.
5. Suppliers who upload documents
A supplier who receives a request link or a status page link from a customer may upload documents without an account. By uploading, the supplier confirms the document is genuine and theirs to share. Uploaded documents are stored encrypted, shown only to the customer who holds the supplier's file, and handled under the customer's instructions; the supplier should contact that customer about them. We act as the customer's processor for this data.
6. Acceptable use
You may not use the Service to screen individuals, to harass or defame any party, to scrape or resell the registry data, to probe or disrupt the Service, or in breach of any law or sanctions regime. We may suspend an account that does.
7. Fees
Paid plans are billed per monitored supplier per month through Stripe, counted once per registration, with the minimum shown on the pricing page at the time of purchase. Fees are not refundable for a period already started. Prices may change with 30 days' notice.
8. Availability and support
We aim for the Service to be available continuously but do not guarantee it on the Team plan. Public data sources have their own schedules and outages; when the registry cannot be reached, the Service says so rather than concluding anything about your suppliers. Enterprise agreements set out an uptime and support commitment.
9. Warranty and liability
The Service is provided as is. Public records can be late, wrong or incomplete, and name matching can be wrong; that is why a person confirms. To the fullest extent the law allows, we are not liable for indirect, consequential or special loss, or for decisions you take on the basis of the Service, and our total liability in any twelve months is limited to the fees you paid us in that period.
10. Changes and termination
We may change these terms with notice in the Service; continued use after the effective date is acceptance. Either side may end the agreement at any time; on termination you may export your data for 30 days, after which it is deleted.
11. Law
These terms are governed by the law of the State of Delaware, United States, without regard to its conflict-of-law rules, and disputes go to the state or federal courts located there.
